That's a UI design decision. I personally advocated for that approach,
but got outvoted in my team, which preferred the implementation we have
now (which I explained in my previous comment).

Bug description:
Just tried Unity8 desktop for the first time since October and found
some things don't work as well as before. One of them is window
resizing, which is now every choppy and stuttering.
