Bug description:
To reproduce: maximize a window, move the mouse cursor to the
maximize/restore window control (the square) and use the horizontal
scroll with the mouse. The window restores to non-maximized state.
This is annoying with a mouse where tilting the middle button/scroll
wheel scrolls horizontally. It is easy to do by accident when trying
to send the window to background. I imagine touchpads are likewise
affected, e.g. when trying to hit the close button.
