Title:
  Process got into a state where no downloads occur

Status in Canonical System Image:

Bug description:
  Went to settings > Updates and asked to Install all updates, there were 3 apps available
  Left the panel
  Cam back some mins later, the first app had finished and was gone from the list. The next two were there in a new state
  Asked to instal the first app , progress bar appeared but nothing happened.

  From the attached u-d-m log I see it attempted the download but then
  just exited after the timer fired.

  Then tried to download a new app from the store. The UI changed to show it should install but no progress changes.
  In this case I did not see a new log created.

  Going back into the updates panel I see log files being created each
  time without issuing a new request.
