[Bug 1541984] [NEW] Default window size in windowed mode needs to be more phone-like

The default window size in windowed mode needs to be more phone-like.
I.e. 40GU wide, slightly less than the available screen height high.

This way apps that don't resize well yet will look fine when started -
those that do will tell us their preferred and minimum/maximum size, so
we'll respect that.
