[Bug 1542696] [NEW] 16.04 LTS Xenial Xerus does not reboot properly

Public bug reported:

lsb_release -a
No LSB modules are available.
Distributor ID:	Ubuntu
Description:	Ubuntu Xenial Xerus (development branch)
Release:	16.04
Codename:	xenial

Installed it today and fully updated but it always gets stuck on reboot,
even after installation finished and I got to the part "please remove
installation media and press ENTER" it didnt work, I had to turn off my
laptop, every reboot gets stuck, I get a splash like it is rebooting but
it just stays like that, when I press a key to see console output it
says something like "starting reboot", when I switch to a virtual
console in an attempt to try a manual reboot, I cant even login, prompt
for login is not responding to typing, nothing shows there.

How can I debug this further? Thanks.
