Bug description:
  Test case.
  - Flash the device with a recent Vivid image.
  - Complete the wizard.
  - Go through edges demo.

  Expected result.
  - Edges demo exercises the indicator gesture.

  Actual result.
  - Indicators aren't opened.

  Expected behaviour as per new OOBE and Edge education specification

  Top edge education overlay will be trigger when the following is true:

  - 30 seconds after the Left edge gesture is acted on
  - 3 seconds of user's inactivity on the screen

  If the user discovered by himself the notification bar, the Top Edge
  coachmark will not be displayed at all.
