  /etc/modprobe ignores ifb numifbs=xx

Status in kmod package in Ubuntu:
  New

Bug description:
  This happens in 16.04 LTS dailyimage (2016-02-08).
  /etc/modules is copied from 14.04 LTS (and works there).
  My /etc/modules:

  # /etc/modules: kernel modules to load at boot time.
  #
  # This file contains the names of kernel modules that should be loaded
  # at boot time, one per line. Lines beginning with "#" are ignored.

  bonding
  8021q
  ip_gre
  nf_conntrack hashsize=262144
  nf_conntrack_ftp ports=21
  nf_conntrack_pptp
  nf_conntrack_netbios_ns
  nf_nat_ftp
  nf_nat_pptp

  sch_fq_codel
  ifb numifbs=4

  
  It looks like ifb numifbs=4 is ignored, when I remove numifbs=4 then all is OK, module is loaded with default 2 devices. When I type modprobe ifb numifbs=4 from console all is OK, module is loaded.
