  [shell] msg app gets swapped on "left edge" swipe on rotation

Bug description:

  launch message app
  rotate, try to "swipe from bottom" which is still shells left edge.

  you can see that the msg app "start chat" tab is actually "grabbed" by
  the touch event, but then the shell swapping takes over
