  Swiping away to dash brings back the app automatically

Bug description:
  My Ubuntu phone is in a situation where swiping to dash brings back
  the last focused app to the front automatically. I am trying to find
  the steps to reproduce the issue. I have attached unity8.log

  0. close all apps
  1. open music app once it opens swipe back to dash
  2. open the messaging app, swipe the right edge to bring the music app and then swipe again to bring the messaging app
  3. Now swipe from left to right to go to dash

  What happens:
  The messaging app comes to the front again and again
