  dash overview misbehaves when there's only the apps scope

Bug description:
  Steps:

  1 - tap on the star icon of all scopes ("unfavorite" them) so that you're left with only the "Apps" scope
  2 - swipe from the bottom edge to go to dash overview

  Expected outcome:
  You see the Apps scope thumbnail horizontally centered

  Actual outcome:
  You see the Apps scope thumbnail on far right. Tap anywhere left to it and it jumps to the far left.
