  SigKilled webapps (mostly) when pulled to the front open under the top
  panel

Bug description:
  On Mako open a lot of webapps and a lot of native app approximately
  14+, switch between the apps almost all the webapps will open under
  the top panel

  STEPS:
  1. Open any apps until you have a mix of webapps and native open 14+
  2. Switch between them
  3. Noting the the position of the app and the top panel
