  Right edge switching only shows one of two upstart-launched apps

Bug description:
  How to reproduce:

  0) Start on dash, no apps open
  1) adb sudo -u phablet -i start application APP_ID=messaging-app
  2) adb sudo -u phablet -i start application APP_ID=address-book-app
  3) Swipe from right edge as many times as you like.  You'll always get address-book-app

  We actually have a test that tries to cover this case [1], but it
  directly launches the apps, which doesn't reveal this bug.  Only by
  launching via upstart does this bug occur.
