[Bug 1355859] Re: can't dial emergency call number when sim is pin protected and not unlocked

What device did  you use to test?   Can you still reproduce this with
recent images?

Also, what are the steps you used to reproduce?  Did you launch the
dialer and try an emergency number?

What about if the phone is locked?  Is there a link on the Greeter for
you to launch an emergency call?

One last question, how are you testing?  Are you waiting for the call to
start ringing and then hanging up???  This is risky from the point of
view that the authorities might try to trace the call...

Bug description:
  Usually (means on all other phones I owned so far) the emergency call
  number(s) could be called even if the SIM is PIN protected and not
  unlocked yet. On Ubuntu this doesn't work.
