I don't have a notification at the moment, but I think the system update
ones don't have the top right cog icon (I couldn't find any corner/icon
reacting to taps). That works for e.g sms though

Bug description:
  Using the rtm-17 image on krillin, when system updates are available
  the indicator-messages includes an entry stating that you can click to
  open the ui, but clicking doesn't to anything
