[Bug 1358197] Re: Power off dialog box no longer shows reboot
OK, to be clear (from history of bug) design has stated to "re-enable"
the restart feature for now for convenience of engineers & early users,
knowing that at some point when we are stable we should again disable
it.
note: fwiw, i've carried "another very popular phone" for years and its
really reliable, but every blue moon there will be an issue...say
running hot, bad app, frozen screen, whatever. when those moments occur,
i am annoyed its a multistep process. besides, we're in a convergent
world. computers have restart buttons, why not cell phones.

Bug description:
In the last promoted image, r179, the power off dialog displays three
options:
* Power off
* Restart
* Cancel
In r197, the power off dialog no longer allows the user to restart the
phone.
Restart should be added back to the power off dialog box.
Note: Not sure why this change was made, it was not a design request

Desired resolution:
- revert this change to add the restart option back to the power off
dialogue
- Note that when the phone is more stable we will eventually want to
remove this option, however for now it should stay.
