Bug description:
  Nexus 7/10. Steps to repro
  1. open Calculator
  2. return to Dash, close Calculator
  3. open Web browser

  Expected result
  Web browser opens, not obscured

  Actual result
  Web browser opens, but side stage bar drawn on top
