[Bug 1367623] Re: Titles should wrap in the notification menu/indicator

While I agree it elides too early, and that's a bug in settings
components, it's not clear that we'd want to wrap it to two lines.
Seeking design guidance.

Title:
Titles should wrap in the notification menu/indicator

Status in Ubuntu UX bugs:
  New
Status in “ubuntu-system-settings” package in Ubuntu:
  Confirmed
Status in “unity8” package in Ubuntu:
  Invalid

Bug description:
Using rtm 26 on krillin, system updates are listed in the
"notification" (indicator-message) menu, in french they show as

  "Il existe une image d...
  hh:mm - day
  Appuyez pour ouvrir le gestionnaire
de mise à jour du système"

There are a few issues there:
  - the first line/title is ellipsize but it has to, there is enough blank space on the right to add at least another 6 letters
  - the title doesn't have enough content to understand what the item is about

Ideally that label would wrap so no content is lost, but it should at
  least use the space
