[Bug 1369718] Re: network not connecting on reboots from time to time

1. Fresh flash image RTM 41 onto krillin device
2. Reboot the image
3. Open a web page
EXPECTATION:
I expect the browser to go to the web page
ACTUAL:
some times the page will fail to load.
