About 3 seconds is the time it takes to show all the icons after I
scroll down and then back up to the top again in the apps scope.

It doesn't look like a blocked UI thread at all. Rather we're
unloading/reloading some images during scrolling. Surely if you want
smooth scrolling you need to keep everything in memory?..

Bug description:
  Installed app icons (when expanding the category) show very slowly
  after reboot. It actually makes the impression that those are being
  downloaded.
