  [Launcher] shouldn't hide on long left edge swipes in some

Bug description:
  There are some cases when the Launcher shouldn't hide on long left
  edge swipes. One example is when the dash is already focused.

  Desired solution

  When there is no visible navigation change happening due to the long
  left edge swipe the Launcher should not hide. For example if apps
  scope is the current screen when the long left edge swipe is performed
