  SmartScopesProxy needs to send version numbers to the server

Bug description:
  Shell plugin needs to report versions of important components (scopes-
  api, shell-plugin and unity8) with search and preview request, and
  they need to be passed to from SmartScopesProxy to Smart Scopes Server
  via UserAgent string.
