[Bug 1372491] Re: "Unlock SIM" triggers something extra
This is a problem with the fullscreen snap-decision implementation as
it's fullscreen property is only updated after the Loader finishes
loading the lockscreen UI and hence the small delay on displaying the
actual unlock screen. The momentary black screen is the default base
notification shown during the Loading of the lockscreen.

TEST STEPS:
1. Reboot the machine with PIN locked SIM card in slot 1
2. Go to network indicator and press "Unlock SIM"
EXPEXTED RESULT:
Enter SIM PIN Screen should be seen ("see attached unlocking-2.jpg")
ACTUAL RESULT:
UI shows momentarily a black screen with with grey box and text Enter SIM PIN (unlocking.jpg) before showing unlocking-2.jpg
