It wasn't exposed on purpose since the layer on top of it had no use for
it. Do you need to use this function?

  Opinion

Bug description:
  media_codec_create_by_codec_type is implemented but not exposed.

  In hybris/media/media.c, adding:

   HYBRIS_IMPLEMENT_FUNCTION1(media, MediaCodecDelegate,
      media_codec_create_by_codec_type, const char*);

  enables the use of media_codec_create_by_codec_type, otherwise using
  it results in linker error.
