I forced the syslog to be >10 MB
Within an hour a new log was created and the previous log was removed
This is now behaving as intended
Verified on Krillin build 59

  /var/log/syslog is not rotated even if it reaches 10M for over one
  hour.

  syslog was created more than one hour ago
  root@ubuntu-phablet:~# head -1 /var/log/syslog

  and it started growing more than one hour ago

  touch-syslog exists:

  logrotate hourly script exists:

  and cron.hourly is executed *not* hourly but almost
