[Bug 1374082] Re: Implement and expose UnlockModem(objectPath) to dbus
this is needed for dual-sim phones by the messaging-app and dialer-app
as they need to provide the ability to the user to unlock a specific sim

Bug description:
In dialer-app on dual sim phones users will be given an option to unlock a specific modem.
The current api only supports unlocking all modems at once: UnlockAllModems(). We need a way to invoke the unlock screen to a specific modem, like UnlockModem(objectPath).
