Title:
webapps container should not automatically restore

Status in The Webapps-core project:
  In Progress
Status in “webbrowser-app” package in Ubuntu:
  Fix Released

Bug description:
Making this it's own bug for tracking purposes.
Currently the webapps container will attempt to restore the last open page whenever it is restarted. This is causing issues on some sites that do redirection causing a blank white screen on restore.

The proposed solution is to only restore when the app is killed by oom
killer and not in the use case where the user closes the app.
