Status in “ubuntu-ui-toolkit” package in Ubuntu:

Bug description:
  For languages such as Arabic, where we need a right to left (RTL)
  design it is not as simple as just translating the words. We would
  also require some design changes. For instance, it would be more
  appropriate if the tab header is shown in the right rather than at the
  left when the app is being viewed in Arabic.
