Thanks for your report!
A guest session is passwordless by design, so screenlocking should
indeed be disabled. In Ubuntu this is accomplished in
/usr/lib/lightdm/guest-session-auto.sh
which is run at login and includes this command:
gsettings set org.gnome.desktop.lockdown disable-lock-screen true
So something similar is probably needed for Kubuntu, and we need some
involvement by Kubuntu developers to let us know what it would look
like.

Bug description:
OS: Kubuntu 14.04
Desktop: KDE
Applidation: KDE Screen Lock (sorry, don't know the exact package name)
Symptom: After being left alone, Kubutnu will lock the guest user's
session. It is then not possible to resume (blank passwords or obvious
possibles like "password", "guest" are no accepted) and the computer
needs to be rebooted to gain access (losing any files and data that
the guest might have in-use).
Expected behaviour: Either the screen does not lock, or the guest
account is informed of the password to use during log-in
I have read bug 1059625 but that appears to applyt to Gnome (or
possibly Unity) whereas this affects Kubuntu/KDE.
