  Dialer-app is getting sigstopped on greeter mode.

Status in “unity8” package in Ubuntu:
  New

Bug description:
  Steps to reproduce:

  - lock you device with a pin 
  - in the unlock screen tap "emergency calls"
  - dialer will open
  - start typing random numbers
  - after some seconds it will get stuck

  phablet@ubuntu-phablet:~$ ps -ax | grep dialer-app
   3233 ?        Tsl    0:15 dialer-app

  if I enter the following command it works again:
  phablet@ubuntu-phablet:~$ kill -CONT 3233

  This is breaking all uses cases of dialer-app on greeter mode,
  including receiving a call when the phone is locked and making
  emergency calls.
