  location settings is always on even when disabled

  steps:
  1. open system settings
  2. select security and privacy
  3. select location access
  4. disable location detection
  5. use back arrow in header
  (location access is still on in menu)
  6. select location detection again

  expected results:
  location detection is disabled

  actual results:
  location detection is enabled
