  Panel closes immediately after hinting if you don't move touch
  position

Status in “unity8” package in Ubuntu:
  New

Bug description:
  The panel hint should hold open if you don't move your finger after
  tapping for hint.

  This is a regression and there is a new log message if you don't move:
  [TouchRegistry] Candidate for touch 0 defaulted!
