Bug description:
Build r93
Make sure you have a passcode/passphrase set up.
Steps to reproduce:
1. open your phone app
2. dial a random number into the dialer (any number worked for me), leave it there and lock device
3. unlock & swipe the greeter away
4. tap the emergency call button on the passcode/passphrase screen
Actual result: you will see the previously dialed number in the phone
app copied into the emergency dialer.
Expected result: The previously dialed number in the phone app
shouldn't appear in the emergency dialer view. Users should be able to
make an emergency call without the need of deleting a number.
