  [Dash] Pull to refresh feels really odd in click scope

Bug description:
  Having a pull to refresh entry in the applications scope feels really
  wrong, given it shows only local content and should be up to date all
  the time anyways.

  It would be great to disable this feature for some local-only scopes.
