Bug description:
  Right now, delegation only works correctly for unconfined to
  [un]confined, we want to support delegation from one confined process
  to another:

  kernel support																									
  parser support																									
  tools support																									
  man update																									
  testing (kernel, parser, tools)																									
  policy update
