Bug description:
(This is a tracking bug)
When Android GPS device / GPS hardware is accessed too early, it
sometimes gets confused on krillin/mako.
To workaround this, location-service upstart job shipped in lxc-
android-config sleeps for 10 seconds before startup.
This is obviously an ugly workaround, and we ought to fix this
properly in the GPS stack.
