Bug description:
  STEPS:
  1. Flash a fresh image
  2. Complete the welcome wizard enable location but leave the here tos unchecked
  3. Complete the edges demo
  4. Open here webapp

  EXPECTED:
  I expect to get a location of some sort as location is enabled

  ACTUAL:
  No location is given at all.
