Since Mint is based on Ubuntu I'd consider their version of the package
upstream from Mint's. The bug lies in the packaging, not gtk itself, so
there's nowhere further upstream from them..

Bug description:
  The static libraries are missing in libgtk-3-dev 3.10.8~6+qiana.

  Upstream (Ubuntu) also has this issue, but since this is a specialized
  qiana build, I felt I should also report this here.
