[Bug 1389234] Re: Message actions not translated ("Reply", "Call back")
I've reopened this bug since none of the branches addresses how to
translate "Call back" for example.

Bug description:
Message actions appear untranslated.
Test case.
- Switch the phone to Spanish.
- Receive a missing call.
- Receive a text message.
- Open the messaging indicator.
- Click on the missing call message.
- Click on the text message.
Expected results.
- "Reply", "Call back", etc, strings must be displayed translated to Spanish.
Actual result.
- These strings appear in English.
