Bug description:
  Build r123

  The current incoming snap decision has a combo button for additional options, allowing users to reply with a quick message if they are busy/can not take the call. This combo button has two hit areas which caused a lot of confusion with users. One part DECLINES the call the other expands for additional options.
  Please remove combo button and replace with a toggle button with only one hit area. Hitting that button will reveal an expansion with additional options to users for a quick reply. Remove the CUSTOM option in the quick reply menu.
