Bug description:
  Current situation:
  Incoming call appears in snap decision format, but missing:
  - Decision buttons not the right visual colours and assets (missing colour and combo button)
  - background is currently transparent, so can see content below.

  Desired solution:
  - As per spec, when receiving an incoming call the snap decision should be solid background. And the notification buttons and style should be as per design.
