Bug description:
This happens to me each day after I update to the daily image.

  Steps:
  1. Update to daily image
  2. Try to swipe from the top of the screen across the wireless symbol to activate wireless

  Result:
  Nothing happens

  Expected:
The indicator panel is revealed and I can choose my wireless connection

  Steps:
  3. Swipe from the side to activate the launcher
  4. Choose an application, such as facebook
  5. Swipe from teh top as in step #2

  Result:
The indicator panel appears as expected and I can set my wireless

  <https://wiki.ubuntu.com/Networking#Structure>: "In the login screen,
you should still be able to connect to networks so that you can use
remote login. Therefore, the indicator and menu should be present as
normal, but on the PC, any items that lead to System Settings should
  be insensitive."
