How exactly is the UI Toolkit involved here? A code example is needed if
you want someone to investigate it from that angle.

Bug description:
  When scrolling the People Scope, the list cells under the finger flash
  grey as soon as the finger touches the screen. This is distracting,
  when the user's intention is to scroll instead of tapping.

  Expected result:

  Some sort of threshold should be introduced, so that generally tap on
  cell results in the cell darkening and scrolling does not. That means
  possibly adding a delay into the effect.
