I'm actually not sure there's anything to do in unity8 here, ubuntu-
settings-components is probably the only culprit here. Please talk to
the messaging app folk to find out how they're doing it, and ideally use
the same code or at least approach.

Bug description:
  I received a text with a URL in it. In the messaging app, it is blue
  and I am able to tap it to open the browser, but in viewing the same
  message in the message indicator I am not.
