Right you are! Sorry, I forgot about the special status of the
LocationDataNeeded, which is automagically added by the shell.

This is actually not a scopes-api issue, it's the shell that's not
translating this.

  Using rtm 162 on krillin, several of the dash screens have a "enable
  location data" option, that strings seems to not be translatable
