Bug description:
  A lot of tests fail in CI or autolanding. See
  https://docs.google.com/a/canonical.com/document/d/1ZNuwhyf4n98DZrB0Lv4sE81PMzuPnNSI8UG7pv6nPPI/edit#
  for a list for a few MRs. I do not see a pattern, the failing tests
  always differ and it is not clear why.
