Title:
OptionSelector with many options should scroll them into view before
  selecting them

Status in Ubuntu UI Toolkit:
  In Progress
Status in “ubuntu-ui-toolkit” package in Ubuntu:
  In Progress

Bug description:
When the option selector is too big, some of it's items will be out of
view and need to be swiped before selected.

There's an additional problem when the option selector is on the
bottom, which is the original reason why this bug was reported, but we
found that's a problem on the sdk reported as bug 1322523.

  Original bug description:

In the clock app, we have an OptionSelector which is right at the
bottom of the page. So when the optionSelector is expanded, some of
its items are hidden. When using the SDK AP Emulator helper functions
select_option(), autopilot clicks outside the app window to click the
item resulting in the test failing. The AP emulator helper should have
a swipe component to view function which first ensure that the entire
optionselector component is visible before proceeding to click on an
  item.
