Bug description:
  Steps to reproduce

  1. Let device sit idle until the screen dims (not off, just dim)
  2. Press a volume up/down button

  Expected behavior: Screen returns to full brightness
  Actual Behavior: No change in brightness

  Reproduced on Nex4
