  handle duplicate policy groups better

Status in “click-apparmor” package in Ubuntu:
  In Progress

Bug description:
  This is either a bug in click-apparmor or aa-easyprof, but specifying
  the same policy group multiple times results in the tools adding the
  policy for the policy group multiple times. May reassign to apparmor
  later.
