Bug description:
  krillin rtm 122

  The popup menu should be displayed higher up than it currently is as
  it's getting obscured by your finger that is doing the press and hold

  Steps to reproduce:
  - type some text in the messaging app
  - double tap a word
  - long press on the word

  Expected results:
  - popup menu should be displayed well above the selection so it's not blocked by finger

  Actual results:
  - popup menu is sometimes not displayed at all, but when it is it's partially obscured by finger and displayed too low
