[Bug 1394669] Re: 'Switch to default SIM' dialog is confusing
What happens if you tap "No" is that the system setting is switched to
"Always ask". If you try now to make a phone call, you will be prompted
with an other popup to select a SIM card. You can do this by tapping on
one of the items beneath the header.
However, I understand the confusion and I think the journey needs a UX
refinement.

Bug description:
If I press 'No' on that dialog, there is no way for this dialog to
appear again, even changing the setting in system-settings has no
effect.
0. Clean flash device.
1. Start dialer
2. A dialog appears to select default sim
3. Tap on 'No' button
4. Go to system settings and select 'Ask me each time' for outgoing calls.
What happens:
The sim prompt dialog never appears, no matter I toggle that setting.
